Important Nepal is not part of the Apostille Convention. The standard apostille stamp used by most countries is not available here. Nepalese documents go through a longer consular legalisation chain before they are accepted in Spain.
1

Obtain the Police Clearance Certificate in Nepal

The document is issued by Nepal Police and is known as the Police Clearance Certificate (PCC). Applications are submitted through the official portal:

Nepal Police PCC Portal

Required: passport, Nepalese identity documents, photograph, address and personal details.

2

Ministry of Foreign Affairs attestation in Nepal

Before the document can be used abroad, it is verified by the Ministry of Foreign Affairs of Nepal. The stamp most commonly seen on documents submitted to us:

SEEN AND ATTESTED
This is an intermediate step. It confirms the document has been verified at national level, but does not yet make it valid in Spain.
3

Honorary Consulate of Spain in Kathmandu

After attestation in Nepal, the document is taken to the Honorary Consulate of Spain in Kathmandu.

VISTO BUENO PARA LEGALIZAR LA FIRMA
This is often misread as confirmation that legalisation is complete. It is not. It means: "approved to proceed to the next legalisation stage." In most cases, a further step in Madrid is still required.
4

Final legalisation in Madrid

The last stage is completed at the Servicio de Legalizaciones of the Spanish Ministry of Foreign Affairs.

Ministerio de Asuntos Exteriores, Servicio de Legalizaciones
Calle General Pardinas 55 (corner with Calle Padilla), CP 28006, Madrid
Physical entry: Principe de Vergara 50-52
Monday to Friday, 09:00 to 14:00. Walk-in, no appointment required
Metro: Nunez de Balboa, line 9
Free of charge. No government fee for legalising foreign documents.

You do not need to travel to Madrid personally

Option 1

Through a representative

A gestor, trusted third party, or document assistance service can submit documents on your behalf.

Option 2

By certified mail

Send originals by registered post (Correos Premium) to the Madrid address with a prepaid return envelope. Fully accepted.

5

Sworn translation

There is no single fixed rule on timing. Based on the clients we work with, both sequences are used:

Standard
Complete all legalisation stages first, then bring the finalised document to us for sworn translation.
Also used
Obtain sworn translation first, then proceed to Madrid. The translation does not invalidate the subsequent legalisation step.

If you are unsure which applies to your situation, send us photographs of all pages and stamps and we will advise you.

What a typical document package looks like

Most Nepalese clients come to us with a package that includes all of the following:

  • Nepal Police Clearance Certificate
  • Seen and Attested stamp from the Ministry of Foreign Affairs of Nepal
  • Stamp from the Honorary Consulate of Spain in Kathmandu
  • Visto Bueno para legalizar la firma
Note At this stage the document still requires the final Madrid legalisation before it is valid for Extranjeria submission. Send us your documents and we will confirm what step comes next.
